Have a look at your HDMI-CEC settings on your receiver.

Don‘t think this has anything to do with Cec, depends on the receiver but quite a few of the boxes now leave the hdmi output powered up in standby and unless there is a proc setting which usually there isn‘t it cannot be turned off ... the Giga4Ks are typical examples where you also have the display enabled.

+1 on @twol's comment - many receivers leave HDMI and ethernet ports powered to allow for WOL or activation by other devices and consequently are consuming 5W - 10W in standby (or 20W in the case of SKY boxes). Only in deep standby do you get <1W power consumption as only the IR receiver and timer are active.

it depends how you "switch off". if you use an alternative remote, it uses a toggle power state function, slightly different to standby.
