the satellites.xml file has no impact on a blindscan as the blindscan searches the satellite in question for all available transponders then carries it's scan out on those it finds.There is no difference between a Ku-band and a C-band scan. If Ku blind scan works C-band will also.
Are you receiving channels from that satellite in C-band?
Please answer all the questions above in post number #5, and post the screenshot of your tuner setup (for this satellite), and post a copy of the satellites.xml file, otherwise I can't help you further.
