I am using EPGRefresh instead of CrossEPG. I am very pleased to say that it works very well, however, I do not know of a channel that will give me the EPG for ALL channels on 13E.

Hi,
there is no such a channel that will give you the EPG of ALL channels. You must create a bouquet with at least one channel of each provider you want to see and add this bouquet to EPG refresh.
It is also not so common that you get a complete long term EPG in most countries.

The EPG files are grouped by country/provider rather than by satellite. For 13e you will probably need to enable Poland, Italy, France and you will then have most of the data available. You can use EPG Importer for this - is works very well
