To make sure my Windows 8.1 lappy goes to sleep, I run the script "powercfg -requestsoverride DRIVER srvnet System". That works fine.

Perhaps using Task Scheduler.
Could you use local group policy and set it as a startup script?
I should have said 'Windows 8.1 Home'; the home version has no group policy (editor).

BTW: It doesn't necessarily to run at boot time, as long as it will be run within say 10 minutes after every boot.

As Oscram said, task scheduler is probably the best option, you can set it to run things at login and with full admin rights
