A friend wants a box but needs it ready to go. If I buy a Zemma H7S and ask for latest vix to be loaded along with a HDD will it come with tuners configured for 28east and have bouquets setup and epg configured and saved to HDD and HDD ready to go? Is it an SSD?

No it wont be configured as all areas differ and user sets it up on their settings.

One has to go through the first time wizard to install what they want.

No. Some technical knowledge or hand holding will be required.

Everything will need setting up : LNB and TV region, internet connection, method of EPG collection and routing the data to the external HDD etc. etc.
    Xtrend ET10K, 2 x satellite tuners 28.2 (Sky FTA), 2 x hybrid (UK Freeview), Zgemma H9S (satellite)
