With the Vu receivers, people get mixed up between cards/units and demodulators/tuners.

Posta screenshot please. I am trying to help. A picture of the back of the receivers showing where the wires are hooked up would also help.

The golden rule of tuner configuration is that it must match what is hooked up to the tuner.

The modules/cards come in different types and also different number of tuners.
Old style tuners satellite tuners come in in single or dual type

Old style Hybrid "dual tuner cards" have one physical input connection and have an internal splitter.
So: one card, one connection, two tuners

New style MTSIF Terrestrial "tuner cards" have one physical input connection and have an internal splitter
So: one card, one connection, two tuners

New style FBC Cable "tuner cards" have one physical input connection.
So: one card, one connection, eight tuners

New style FBC Satellite "tuner cards" have two physical input connections.
So: one card, two connections, eight tuners.
    Note:
To be able to have up to 8 independent tuners, you must use a Unicable/Jess device.
You can use a universal/regular LNB. If both connections are hooked up to the LNB with own cables, they will be independent. The other 6 will always be loop through

This can be confusing. So we ask people to post a screenshot of Menu > Information > Devices as it will show which tuner cards you have and subsequently tuners.
We also ask for pictures of the rear connections because some people refer to the tuner slot instead of actual tuner.

So you have two tuner cards, total of four connections, but 16 tuners. Which tuners have signal wires? Please answer using the letters below.

    Slot A.
    Top hole = Tuner A
    Bottom Hole Tuner B

    Slot B.
    Top hole = Tuner I
    Bottom Hole Tuner J

Is the dish connected to Tuner I pointing to 28.2 as well.

Edit: If so, your tuner config is correct. You will need to investigate hardware issues. Start off with swapping the cables over.

Shouldn't tuner B and J be set to inactive rather than loop through or doesn't it make any difference?
