When I try to install this plugin it does not install and suggest running opkg upgrade. What is this please?

tried both from the server and installing the plugin from the downloads here

telnet into the box,then issue the commands opkg update and opkg upgrade allowing both to full complete, once completed issue the reboot command and see if that helps.

Run the updates. Nothing seemed to happen on the upgrade one. Re-booted but still same. I am getting this message
