I just wanted to ask how to set this up from scratch?

Which Softcam is needed for it?

It is flashed with Vix.

A softcam reads a subscription card (either remote or local) and decrypts the channels that belong to that subscription card. It you don't have access to a subscription card you can't decrypt channels.
