Downloaded latest satellite files for 28.2E from
http://www.satellites-xml.eu to desktop,is it a matter of deleting files in the etc/tuxbox/ satellites.xml folder and replacing with new ones, or will new ones overwrite the old, then do a rescan on the 28.2E satellite.

just overwrite the older one and you will be fine.

Yes you will have to, as the box will not know of any new channels on any unscannned frequencies.

just remeber to restart the box so the new xml becomes activated
