Further testing has shown that any 16:9 image will show correctly without the need to force the size to 1280x720, so just

$ ffmpeg -i mypicture.jpg -r 25 -b:v 20000 mypicture.m1v
$ mv mypicture.m1v mypicture.mviwhere my mypicture.jpg is any jpeg with a 16:9 aspect ratio.
