Does the old emu like camd3 or wiccard work on this stb ?

I think arm boxes have to use oscam or cccam 2.3.2 only.

This box looks that have 64bit linux.so the problem will be also with the plugings and skins?

Not sure what image makers support this box,if vix had that image it would be listed in there images for boxes,plugins and skins are downloaded from the feed.
