Thanks for adding ATSC support to the image!
I have tested Hauppauge 850 usb tuner, and it works well with the current image. The atsc.xml file has to be manually transferred to etc/tuxbox for the image to scan atsc frequencies, unless you want to enter the frequencies manually. It would be nice if the atsc.xml file could be added to the image.

Is there a standard band plan for atsc?

I would say the band plan is standard. The tv frequencies are known and do not change.
There is supposed to be a tv frequency auction going on in the U.S. for more wireless room, and the frequencies that are sold could be taken from the current tv band when ATSC 3.0 is working. I do not expect this mess to be sorted soon. Maybe in 2018-2020 the tv band will shrink? Until then, the frequencies in the attached atsc.xml should be good.
