plugins error message

Hi all I have do a couch flash this morning to 4.0 003 from 3.0 037

If I try to download a plugin or go into cron timers I get a message saying:

There has been an error, please try again later.

Is anybody else having the same trouble?

It's OK now I just did a couple of restarts.
