Menu>plugins>remove plugins brings up a list of categories of plugins but softcams is missing from the list even though the cam(s) were installed as plugins.
That can happen if you have not done a completely fresh update to the latest image without using the restore option.
If you have got a completely fresh install of 3.2.021 then post again confirming this, saying what box you have, and see if anyone has an explanation.
