Samsung Galaxy S4 mini. It can control a TV using IR. The few apps I have tried rely on a database of TV codes. I just wanted to see of I could get it to control my satellite receiver by behaving like a remote.

Did you consider app like DreamDroid on the PlayStore? It has a simplied remote control interface but it's connected using wi-fi network.
