seems here is New Zealand we are moving to this soon. does anyone know if the duo is ncapable of getting this

Hbb 1.5 is the specification supported by all European broadcasters so you should have no problem with the existing plugin.

Hybrid Broadcast Broadband TV. and its seems even its open source Freeview in NZ will not let it work on a non approved receiver

"Please be aware that while HbbTV is open source (so literally anyone can make apps and software as long it complies with its own certification), FreeviewPlus is not open source and because the content contains content which is copyrighted from the broadcasters and studio outputs, the HbbTV product needs to be certified from Freeview in order for the manufacturer to be able to use it. Freeview is very open to new manufacturers but at the end of the day it is up to the manufacturers to talk to Freeview, not vice versa.

FreeviewPlus is only currently available on some 2015 smart TVs and the Aerial box T2100 or T2200 manufactured by Dish TV. If you have an older TV you can still get FreeviewPlus via the use of the Aerial box T2100 or T2200 manufactured by Dish TV.
