my pc does not detect 292e stick?

hi i plugged the pctv 292e in to my pc and it did not detect it normallly it will say new hardware found but nothing im running windows 8.1 64 bit when i plugged it in my laptop[ running vista 32 bit it automatica;y detects new hardware how can i get my 292e to detect it need help asap thanks
