How to convertpicons to .tpl format

What's the best way to get the picons converted to .tlp for webif

I use a windows program called base64picon.exe to convert my picons from .png to .tpl format. I don't need to do that for openwebif though. It uses the .png format. I use it for creating oscam picons.

The problem is I already use the picons but they dont show in openwebif
