Video Enhancement Settings text strings

Video Enhancement Settings has these two new settings, at least with Duo2:
- Scaler vertical dejagging
- Smooth

Both have options "Enable" and "Disable".
Those should instead use words "Enabled" and "Disabled". Current wording is incorrect and causes problems with translation.
