Settings backup and Picons

Are the /picon/ and also /usr/share/enigma2/picon/ folders included in the list of locations to be backed up in settings backup manager? If not, it would be greatly appreciated if they could be added.

no but you can add them manually by hitting the menu button then yellow to choose files while in the backup manager.
