Unable to edit frequency on manual scan

Went over to my dads today to add a channel to his box using manual scan but for some reason it wouldn't let us enter numbers to change the frequency.

I know how to use the function as I have done it on my Uno several times, Ddes anybody know what might cause this issue?

Menu> setup> system> remote control code> text support = yes then green to save.
