Timezone problems

My box is stuck in UTC and won't let me select another timezone.

I have reviewed a few threads, including this one http://www.world-of-satellite.com/showthread.php?18655-Timezone-setting-amp-current-time-problem&p=206801#post206801

I don't have a timezones.xml file.

Any idea how to create one?

Should add, I symlinked a correct timezone to /etc/localtime, but it did nothing.

Ended up doing a clean flash from latest stable.
