Fast forward/rewind mp4 problems

On mp4 files that I transfer over to my box, the fast forward and rewind functions don't work properly. No matter what speed I fast forward at it goes at the same speed. Just wondering if there was a reason why and if there were any plugins that can help?

use the button 1/4/ and 3/6/9 to jump. ff and fr are a problem in E2 since the beginning.
