ET9x00 fan and fan control revisited

Does anyone know if the output from the fan header is Pulse Width Modulated 5V or is simply outputting around 3v standard? (as discussed on the other closed thread)

Has anyone got an explanation of how the fan control plugin works on version 3? e.g is it temp controlled on auto?
