when would you need an updated satalites.xml file if at all?
i do mine once a month as this file contains the transponder lists your receiver needs to be able to scan the satellites it receives. without a upto date list you could be missing whole transponders from your scan. its also worth noting though if you use a custom bouquet this file is updated as part of that process by the bouquet maker.

best way to do it??
you can create a new satellites.xml here
http://satellites-xml.eu/
then copy that file to etc/enigma2 ( if using VIX ) and do a reboot on the box. thats pretty much it, you can then scan your chosen satellites to take advantage of the new satellites.xml file.
If using an image other than ViX, satellite.xml goes in /etc/tuxbox
