You have to go into the section you want to post in.
i.e. VU Duo Talk then you'll see the post button at the top

Thats the forum home page by the looks of it, and you cant make posts there. go into a forum sub section and look again.
for example here is a pic of my screen while in the forum suggestions and feedback section.
